I. Origins of the Project
Considering that the present site of the main office building of the Taiwan High Court Tainan Branch Court is impacted by factors such as the aging condition of the current office building, inadequate space for usage, and a location in downtown Tainan City with heavy traffic and limited parking, the Taiwan High Court Tainan Branch Court has formulated a relocation plan. Therefore, the Public Works Bureau of the Tainan City Government has been entrusted with handling the procurement procedures and contract performance management for the overall project. The total budgeted project cost is NT$2,763,713,000.
II. Current Status of Construction
1. Professional Construction Management (PCM)
The procurement of professional construction management (PCM) services was conducted through a restricted bidding process using open evaluation. The most advantageous bid for this project was awarded to “PRO-JECT Engineering Consultants Co., Ltd.” and “PROCEED Architect & Associates.”
2. Construction Procurement
The project is considered a large-scale infrastructure development procurement project, and is expected to be awarded to qualified contractors as a turnkey contract. The qualification of tenderers shall be governed based on Article 36, Paragraphs 1 and 2 of the Government Procurement Act, as well as the “Standards for Qualifications of Tenderers and Determination of Special or Large Procurement”.
