Xizhou Bridge—2013 National Excellent Construction Award

Jiali District is adjacent to Xuejia District in the north, Jiangjun District in the west, Qigu District in the southwest, Madou District in the east, and Xigang District in the south. It is one of the earliest habitations for Xiaolong clan of Siraya Pingpu aborigines group and the birthplace for the earliest Siraya civilization in Taiwan. Jiali District is very flat, with Jiangjun creek and Qigu creek crossing through the city respectively. In rainy seasons, two creeks can easily cause flooding due to enormous amount of rise in water level, posing a great threat to life and properties of residents along the creeks. Therefore, construction of a complete drainage system for these two creeks is an important project for Tainan city.

Drainage system of Jiangjun creek could be divided into three parts, which are Jiangjun creek, Madou, and Jiali drainage branches. Due to old Madou drainage system being low in bridge bottom and narrow in width, its insufficiency in draining away water could easily cause flooding when storm takes place. If the river water could not be drained quickly, the flood will overflow embankment and submerge the land alongside the river, causing trouble and inconvenience to residents nearby. The flooding of Jiangjun creek is especially severe at the exit of lower reaches of water gathering area and the Madou low-lying area in the middle reaches of Jiangjun creek. Therefore, it is an urgent task for Tainan city government to tackle the flooding in Jiangjun creek.

With the cooperation of Tainan city government and Water Conservation Department, nearly one year and 64 million are invested to renovate the bridge and dredge the waterway. Designed and supervised by Taiwan Ceci and contracted by Hezhong Yingzao Co., Ltd, Xizhou bridge crossing Madou drainage has been completed on January 17, 2012, displaying a brand new, magnificent, and practical flood prevention facilities. Now, when you visit Madou drainage system, you will see an arc-shaped giant red bridge. This new bridge raises its bottom to effectively increase water draining. Meanwhile, the renovated bridge adopts a steel arch with red color, adding more brightness to the green creek bank. Looking from afar, it looks like an eye-catching red arc among the green scenery, not only becoming the typical local landmark but also a good destination for outing by local residents and visitors during holidays and vacations.

Water control projects are always the most important public construction for Tainan city government. Lai Qingde, Mayor of Tainan considers "the renovation of Xizhou bridge on Madou drainage " part of the greater plan to solve the flooding in flooding-prone areas of Tainan city. Once completed, the renovated Xizhou bridge on Madou drainage starts from 0K+632m of South 23 Line and continues with the segment up to 0K+905m of South 23 Line after crossing the Xizhou bridge. With the total length and width of 287 and 9 meters, this project included the 83-meter-long Xizhou bridge that crosses Madou drainage and its connecting roads. It is one of most important facilities constructed by Tainan government in recent years for water drainage system and traffic related facilities. This renovation project successfully improved the condition of submerging in Jiali District, which not only addsing a beautiful new landmark for Tainan, but also helps avert the nightmare of property losses for residents whenever typhoon comes. This beautiful and practical renovation deserves its credit.
