2015 Policy Plan

With a vision of “sustainable development for Tainan into a convenient city”, Public Works Bureau has been adhering to the “Ten flagship programs for a new Tainan” put forward by its Mayor, and has been actively handling and pushing forward the public construction plan for the city in coordination with related departments, promoting an all-round development for Tainan.

In 2015, Public Works Bureau will focus their efforts on infrastructure projects such as roads and bridges within the city and other large-scale construction and development projects, making Tainan more convenient and prosperous; build an obstacle-free new city for vehicles and pedestrians, improve efficiency of emergency repair and rescue for the roads, and ensure citizens’ accessibility to the roads; speed up environmental beautification, improve facilities in parks, and implement policies related to green building, creating a new low-carbon and green Tainan celebrating health and happiness; enhance service and performance on construction management, enforce inspection for public safety and improve management on buildings, and reinforce evaluation on public buildings concerning their resistance to disaster and earthquake; improve quality management and regularization for public constructions, enhance performance of large-scale projects for Tainan, and promote honest and clean projects, providing a favorable environment for companies.

 

I. Annual Administrative Goals

 

One. Push for new and renovation projects within the city, turning greater Tainan into a convenient city: (in area of task achievement)

  1. Continue to push forward the Six Year (2009-2014) Construction Plan for Living Area Road and Traffic System:

(1) Urban roads: Push for on-schedule completion of 5 projects: Road 2-7 (from Anhe road to Duhui north beltway), Road 2-7 (from Chengbei road to Qingsha street), Road 2-7 (from Qingsha street to Qingcao section 729-1), Road 2-7 (from Qingcao section 811-6 to Qingcaolun dike section), and Road 3-23 (from Xi’men road to Wenxian’er street).

(2) Highway system: Push for extension of the access road for Southern Taiwan Science Park (Nanke) from National highway No. 8 to Provincial highway No. 1 to be completed as scheduled.

  1. Push forward Construction Plan (2015- 2018) for Tainan Living Area Road System:

(1) Urban roads: The 3rd phase project for north beltway (Road 2-7 to Nanke) and the project for Xigang beltway.

(2) Highway system: Projects include extension of South 80 Xinying Yanshui to Fuxing road and the South beltway for Xiaying district.

(3) Every year, application for subsidies will be sent to Ministry of the Interior and MOTC for Construction Plan (2015-2018) for Tainan Living Area Road System.

  1. Carry out projects for renovation and expansion of roads, as well as reconstruction and improvement for bridges:

(1) Highway system: Push forward the 2nd phase of the extension of access road for Nanke from No. 8 national highway to provincial highway No. 1 to be completed on schedule.

(2) Projects expected for implementation include opening of roads from 60-20M for Pingshi zone 3, opening of roads from SE- 27-10M for south region (front segment), and 20 other opening of roads. Undertake the construction of the beltway for Metropolis Park.

(3) In 2015, 6 projects expected for implementation include reconstruction of Tanyong bridge in Xinshi district, reconstruction of drainage bridge on Zengwen river, the bridge on old Taiwan Provintial Highway 20B in Zuozhen district, the bridge No. 8 in South District, reconstruction of Wuming bridge and the bridge on Yanshui River in An’nan district; to undertake reconstruction of Wenrui drainage bridge in Madou and Huoshaozhu drainage bridge in Guizigang .

  1. Implement renovation and reconstruction of national and provincial highways in coordination with central government: Continued reconstruction is expected for Taiping bridge on Provincial highway No. 19. Push forward the new interchange in Dawan for National highway No. 1 and the improvement for Rende interchange.
  2. Implement various public projects, in coordination with major construction and development plan: Undertake relocation of Yongkang Artillery School and development projects such as construction of Guanmiao campus. Set up Asia-Pacific International Baseball Training Center and implement other major construction and development projects.

Two. Improve performance on maintenance and management for public facilities, building a safe greater Tainan: (in area of task achievement)

  1. Implement flat road program, providing a comfortable, convenient, and safe riding environment:

(1) Research on and formulate new methods and measures related to road construction, improving flatness of urban roads.

(2) Push the "Flat Road Program" in cooperation with Public Project Committee, reduce 1,000 of manhole cover for the newly paved roads in the city, and reconstruct safety islands, in order to realize the goal of flat road and road scape.

(3) Continue to carry out the program for flat roads. In 2015, improvement is expected for condition of 20 km of the roads to gradually enhance road quality, along with establishment of emergency repair for road pits to shorten repair time.

  1. Continue to conduct road maintenance and supervision for all 37 districts of the city, improving road quality.
  2. Targeted at roads of the city and the districts, overall inspection, planning, and facilities checking will be carried out to create a complete system for management of information and monitoring of road maintenance.
  3. Increase capacity of asphalt production for the AC factories in Guomin and An’nan, with an estimated production of 105,000 tons of output in 2015. Establish public works team to improve the efficiency of emergency repair and rescue for the roads and ensure safety for citizens to use these roads.
  4. Regularly maintain bridges under the administration of the city. In 2015, 50 bridges are expected for repairing, with improvement on the efficiency of emergency repair and rescue for those bridges to ensure the safety of road use for citizens.
  5. In spirit of a people-oriented principle, build a barrier-free environment and provide a comfortable, convenient, and safe environment for pedestrian passage:

(1) Improve a people-oriented road landscape and build a barrier-free space.

(2) Improve the barrier-free environment in parks.

(3) Improve the accessible environment for public buildings.

(4) Promote for a flat arcade.

  1. Strengthen mechanism for inspection on quality of road digging and instauration and improve quality of road digging and instauration by pipeline companies, to ensure the rights and interests of road use by citizens. In 2015, 96 inspections are expected for completion.
  2. Speed up mapping for the allocation of public pipelines, with completion expected for inspections targeting on 6 administrative regions to improve the efficiency on allocation of public pipelines and reduce security accidents.
  3. Update and renovation of old parks:

(1) Renovate old parks: Promote a sustainable plan for Tainan parks and improve the environment, facilities, and barrier-free environment to provide a healthier and safer park for citizens. 12 old parks are expected for renovation in 2015.

(2) Entrust private groups to manage green land of parks in order to maintain the environment. 3 parks are expected to be added to those maintained by private groups in 2015.

(3) Intensify maintenance and repair for the safety, sanitation, and facilities. Each park, including toilets, shall be cleaned twice a day and urgent issues related to sanitation will be handled at once.

  1. Increase street lamps and improve lamp maintenance service. Carry out night repair operation. Every repair request shall be handled within 3 days to improve efficiency and service. Replace old lamps with energy-efficient ones and increase public lighting to increase intensity and range of illumination while ensuring the safety of road use and decorating night view of the city.

Three. Create an excellent environment and turn greater Tainan into a healthy, happy, green, and low-carbon city: (in area of task achievement)

  1. Actively increase green land area and build a green city:

(1) Build or reconstruct one park in every district: Try to build at least 3 new parks with local features or themes. In addition to doubling or tripling green areas, leisure environment, entertaining facilities, and exercise facilities will also be set up to meet the needs of elderly, middle age, and young people in order to improve living standard and environment for the citizens.

(2) Construct green roads with trees lined aside: Select roads to construct green tunnel with trees based on the existing green landscape. Create the modern and exquisite road greenery and foster an environment with greenness and low-carbon. Construction is expected in 2015 for 1 green tunnel road lined with trees.

(3) Carry out maintenance and management evaluation for green areas of the parks in all 37 districts. Evaluation is expected in 2015 for 50 parks taken care of by district offices and private groups. Excellence in performance will be recognized publicly to promote investment in parks, maintain quality of park environment, and foster quality living space.

(4) Set up bilingual park signs, such as plant description signs and park adoption signs. In addition, English broadcast will be added to park broadcast system to facilitate acquisition of local information for foreign visitors.

  1. Continue to implement “Scheme for Promotion of Green Buildings in an Ecological City” approved by Executive Yuan to create a low-carbon city:

(1) To inspect whether the application cases examine items used on reviewing green buildings, such as greening of construction site, water conservation, energy saving, construction of green buildings, use of green material using and design for green areas etc. Regulations such as Article 21 of “Tainan Low Carbon City Regulation” will be strictly enforced to ensure that buildings under application for construction license have to obtain certificate of candidacy for green buildings before start of the project. Afterwards, green building label has to be obtained within one year after receiving license for use upon completion of construction, so that Tainan will become a city with more green buildings.

(2) “Regulation on setup of solar facilities on the roof in Tainan” was promulgated on November 8, 2012 under regulation No. 1010937615A. In addition to increasing power, it also effectively solves the problems related to leaking, insulation, and illegal construction on roofs. Citizens are encouraged to install the roof-based solar panels as a means for full-scale popularization to achieve the effectiveness on energy saving and carbon reduction.

(3) Foster a recycling society through reusing earth and stone: Promote the reuse of earth and stone from public projects. The organizer of public projects should submit the information on residue earth to information service center website and perform exchange for the residue earth. If any public projects have extra or insufficient earth during the process of planning and design, the organizer of the project should submit real-time information for the earth to information service center website and carry out the exchange for the earth in cooperation with related departments or companies. Exchange for 300,000 cubic meter of earth is expected every year, saving 2million New Taiwan Dollars for the public fund.

(4) Set up facilities for conservation of rainwater in buildings: In order to implement “Ecological City Green Buildings Promotion Scheme” approved by Executive Yuan and turn Tainan into a low-carbon city, the Article 18 of “Tainan Low Carbon City Regulation” promulgated under No. 1020480512 on June 24, 2013 stipulates that facilities for flood prevention or conservation of rainwater should be set up for wide use in buildings. It is expected to provide container facilities every year with a capacity of 5,000 cubic meters and reduce the flooding.

  1. Strengthen safety inspection and management on buildings:

For public buildings, sign off and declaration should be filed according to the regulations for inspection for public security. In 2015, 3500 applications are expected to be filed. In addition, reviews will be carried out for cases filed. In 2015, 400 reviews are expected to be conducted for realizing accountability from sign-offs, so that safety of living and consumption will be ensured for citizens.

  1. Enforce resistance of buildings to disasters and earthquakes:

(1) For public buildings and refuges, assessment has to be conducted for their resistance to earthquakes. For those buildings that need reinforcement, supervise all related authorities to make plans to their budget for reinforcement.

(2) Conduct drills on post-disaster emergency assessment and organization once a year for hazardous buildings and improve abilities of professional personnel in temporary mobilization and organization.

  1. Improve execution on cracking down illegal buildings:

(1) Priority is placed on those illegal buildings that endanger public security and interests.

(2) Speed up integration of regulations to facilitate processes.

  1. Promote for smoothness in arcades:

(1) Establish demonstration zone at major areas such as shopping areas, schools, scenic spots, and historic sites.

(2) Encourage voluntary implementation from bottom up through competition for friendly arcades.

Four. Improve efficiency of administration for governmental departments and enhance sustainable competitiveness: (in area of administrative efficiency)

  1. Implement registration of information on the system for management and maintenance of road pavement and use this system to handle dispatching, review, and completion of operation for an improved efficiency of road maintenance.
  2. Improve the overall administrative efficiency by making management on road digging fully electronic.
  3. Implement digital management and improve efficiency of service:

In cooperation with the Ministry of the Interior to push for establishment of the “system for management of buildings nationwide ”, proceed with electronic management on buildings for the city government. Digitalize files for construction license and land registration and set life cycle on historical records for old buildings and on application for new buildings. Starting with applicants, implement electronic copies including books, maps, and documents to make it convenient for citizens and improve efficiency of administration. Currently, digitalization of license for buildings has been outsourced to external parties. Expected for completion by December 31, 2017 is digitalization of information for the building at Yonghua Center.

  1. Implement administrative reform for an efficient new Tainan.

(1) Shorten duration for processing the issuance of construction and usage licenses and continue to keep it within legitimate number of days (20 days for public buildings and 10 days for non-public buildings).

(2) Set up citizen card to facilitate payment by citizens. We could also incorporate related fees for construction into this system to gradually establish an administrative operation that is more efficient, energy-conserving, and paperless and can shorten time to receive construction license.

  1. Ensure procurement be handled by Public Works Bureau in accordance with governmental procurement law and related regulations Push for the electronic processing procurement and standardization on rules and procedures to improve efficiency of procurement.

(1) Handle governmental procurement under the principle of openness, fairness, and justice, and push for electronic handling of procurement. The electronic label in 2015 is expected to reach 100%.

(2) Ensure that procurement be handled by Public Works Bureau in accoranced with the governmental procurement law and related regulations. Establish a standardized procedure for bidding to improve efficiency of procurement.

  1. Push forward the institutionalization of quality management for public projects and enhance the quality of public projects:

(1) Effectively employ the mechanism for inspection and feedback on construction Push all related departments to implement the quality management system for public projects and improve quality of these projects. 140 projects are expected to be checked in 2015.

(2) Regularly carry out supervision specified by Public Works Bureau for major projects. In 2015, 24 projects are expected to be under supervision by the bureau.

(3) In conjunction with public scrutiny, the public projects are to be implemented under the supervision plan to help identify deficiency as early as possible and make the corresponding improvement. Step up supervision for more than 10% of the cases reported.

(4) Conduct training on quality management for public projects and improve the quality of projects and capability of the related departments in performance management. In 2015, over 6 training or demo sessions will be held.

(5) Continue to push for establishment and execution of a unified operation for examination and trial of materials used in the public projects. Reinforce quality control for materials.

  1. Expand electronic handling of government documents and gradually establish a more efficient, energy-saving and paperless administrative procedures. Rate is expected to reach 40% for online sign-off of official documents in 2015 and 70% for electronic exchanges for official documents.
  2. Enhance online sign-off, receipt, or draft of official documents from lower to higher levels staffs. The whole process will be handled electronically to reduce use of paper and improve timeliness of messages receipt.

Five. Enhance the quality of human resources and foster the principle of life-time learning: (in area of learning)

To promote life-long learning and improve quality of human resources, the yearly goal is that the learning time for each staff should be above 40 hours and digital information learning shall exceed 5 hours.

Six. Improve execution of budget: (in area of financial management)

  1. Effectively use yearly allocated budget and improve budget execution efficiency. Execution of net current budget should exceed 80% with a net capital over 80%.
  2. Make yearly budget allocation planning and assist related departments in formulating the allocated budget. Monthly report on budget execution will be released to urge each department to review and improve in timeliness.
